Unless you’ve been hiding out in the backwoods of the U.P. for the last two years, chances are you’ve heard a little something about how the State of Michigan hasn’t been playing nice with Michigan cities. By far, the measure that has received the most attention is the new emergency manager law passed in March 2011—which allows the State to take over financially distressed cities, dismissing their democratically elected local governments.
